In a significant development, Vietnam’s Ministry of Industry and Trade, through Circular No. 21/2023/TT-BCT issued on November 14, 2023, has extended the temporary suspension of importing and re-exporting roundwood and sawnwood from natural forests in Laos and Cambodia. This extension comes as a proactive measure following a thorough review of the implementation of Circular No. 44/2018/TT-BCT, which was initially issued five years ago and is set to expire on December 31, 2023.
Key Highlights:
Extension for Legal Continuity: Circular No. 21/2023/TT-BCT ensures continuity and avoids legal gaps post the expiration of Circular No. 44/2018/TT-BCT. The extension is a result of a comprehensive review and assessment by the Ministry of Industry and Trade.
Effective Measures: Vietnam remains committed to upholding policy mechanisms and measures aimed at enhancing forest management and the management of forest products. This commitment aligns with international norms and regulations, emphasizing Vietnam’s dedication to responsible and sustainable practices.
International Engagements: Vietnam’s participation in key agreements, such as the Voluntary Partnership Agreement (VPA/PLET) with the EU on forest law enforcement, forest governance, and forest product trade, underscores its dedication to global conservation efforts. Additionally, active involvement in the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES) reflects Vietnam’s commitment to environmental protection and combating climate change.
As Circular No. 21/2023/TT-BCT takes effect, stakeholders in the timber and forestry industry should stay informed about these regulatory changes. This extension not only emphasizes Vietnam’s adherence to international standards but also reinforces its efforts towards sustainable forest management practices.
